It is difficult to state more succinctly this urgent problem, particularly the president’s reference to electromagnetic attacks. Lethargic federal efforts have left critical infrastructure – particularly the electric power grid – vulnerable to a natural or man-made electromagnetic pulse (EMP).
The federal government’s current dysfunctionality suggests these threats must be addressed from the bottom up—beginning at the local level. If enough citizens gain an understanding of these vulnerabilities and that they can, and must, be addressed, then they may awaken Washington to act more effectively. For example, we are working on an important Pilot Study with Duke Energy, a local utility company and CoOps in York County, South Carolina.

Cooper’s effort to get the EMP word out via the American Legion … he was invited to contribute to the May issue of their magazine which goes world-wide to 2.2 million subscribers. Click here for his American Legion article which is largely based on his testimony to the Senate Energy and Natural Resources Committee last May. One error noted since submitting the manuscript and too late to change it — FEMA was not included in the reorganization that merged the AEC into ERDA and then DOE. It was formed slightly later, but as a separate agency and we don’t yet know how it reported into the President. Today, of course, it reports through the Department of Homeland Security, which is failing to address this urgent matter.
