Assuring the survival and assured restart capability of our nuclear power reactors should be a top priority objective of all who seek to counter the existential threat to the electric power grid posed by Cyber or Physical attack or from manmade or natural EMP threats.  We are working with Duke Energy, the largest U.S. power company, to conduct a pilot study to demonstrate just such a capability.

I was privileged to speak yesterday at the January 16-18 (Fifth) South Carolina Tea Party Coalition Convention in Myrtle Beach and to update most attendees  on the current status of our efforts to counter the existential threats to the electric grid, with a particular focus on electromagnetic pulse threats.  To support my comments, I prepared the following charts which should be self-explanatory and spoke primarily by referring to the associated illustrations.

My message was cautiously optimistic because a number of positive things are beginning to happen in Washington, like the reinstatement of the EMP Commission, and the fact that the Critical Infrastructure Protection Act (CIPA) and the Secure High-voltage Infrastructure for Electricity from Lethal Damage (SHIELD) acts have passed the House and are awaiting Senate action, with hope for positive action.

Of even greater importance is that I am working closely with Duke Energy engineers who are seeking to assure that their nuclear power reactors can operate through a major grid shutdown or be able to be restarted with confidence, to help restore the grid. Once we have assured that our ideas are sound we will share them throughput the electric power industry and others who need to engage in assuring a national grid recovery plan.

I anticipate that we will be conducting a pilot study on South Carolina’s Lake Wylie on the Catawba River within the next several months. We anticipate that this pilot study will involve the local and state first responder community in an effort to prepare plans for working with Duke Energy engineers to assure that the needed local support can be provided to assure that the nuclear reactor and its surrounding grid can be reinstated after a major grid shutdown, whether from a Cyber or Physical attack or from manmade or natural EMP effects. Near Term High Frontier Plans.

We will continue to inform our readers of the looming threats we confront — and where appropriate urge them to engage in countering that threat.  We will press for building the most cost-effective ballistic missile defenses possible and working with South Carolina folks to build a coalition to engage constructively with private citizens and their local and state representatives and other authorities to work with the SC National Guard in understanding and responding to the existential threats to the electric power grid.

We are especially focused on the nuclear power reactors that produce 60-percent of SC electricity—and more generally 20-percent of the nation’s electricity. If it can be assured that they “operate through” a major blackout of the electric power grid — and I believe it can, then these reactors can play a very important role for resurrecting the grid over an extended time and supporting the general public’s survival in the meantime.
